Basic (level 6) |
May be able to state name, age, and school's name in response to inquiries. Responses are typically short. Comprehension skills and vocabulary are limited. Speaker is inexperienced in responding to most tasks.

Basic Plus (level 5) |
Is able to respond to simple questions and directions; will usually respond appropriately in situations that require understanding of basic courtesies. Exhibits developing ideas of grammar and has sufficient vocabulary to express basic ideas and/or needs in public environments. Will understand simple questions concerning time and other elementary needs. Characteristically speaks in partial sentences and/or non-native word order. At this stage, comprehension and vocabulary are often ahead of grammatical control.

Intermediate (level 4) |
Is able to participate in basic communicative exchanges by relying strongly on learned phrases, occasionally expanding these through recombination of their elements. Can ask and answer simple questions or make statements involving learned material. Although signs of language creation and limited autonomy can be observed, vocabulary centers on basic objects, places, and common terms. Typically has control of one verb tense. Almost a survival-level speaker; still needs better fluency and control of grammar.

Is able to handle basic-level interactive, social, and school-related tasks and situations, can ask and answer simple questions, and initiate and maintain simple face-to-face conversations, although in a limited range. Typically has control of two verb tenses. He or she can function at basic survival level in an English-speaking environment.

Is able to handle a range of interactive, task-oriented, and social situations, can ask and answer questions and participate in communicative exchanges. Vocabulary is beyond survival level and is sufficient to express ideas and explanations. Typically has control of two-three verb tenses. Has progressed beyond survival level, but still lacks the fluency, range of vocabulary, and accuracy of a high-level speaker. Some speakers demonstrate emerging communicative competence to be able to participate in many conversations; may still need the vocabulary and structures to express thoughts in a clear manner. Functions well in an English-speaking environment.
